Code-Bounty/eHealth Fellow – Angolan HRIS Technical Support

Background

CapacityPlus, the USAID global flagship project for Human Resources
for Health, has been globally supporting human resources information system
(HRIS) strengthening.  In Angola, CapacityPlus is working with
various stakeholders to support the establishment of a national HRIS focusing
on the health workforce.  This eHealth Fellowship will provide key IT
expertise in assessing and providing recommendations for establishing
context-appropriate HRIS solutions.

eHealth Fellow Responsibilities and Scope of Work

  • Work Closely with CapacityPlus HRIS team throughout
    assignment
  • Work as the IT and systems specialist for refining and
    performing an HRIS assessment with CapacityPlus team members as
    well as other stakeholders (e.g. MINSA)
  • Provide recommendations for appropriate technologies
    for implementation of a national HRIS system for the health workforce
  • Assist in standardizing and synthesizing HR data
    elements collected from various paper-based forms reporting
  • Write at least one blog article about the development
    process and which contains the consultant’s contact information

Methodology and Available Resource Materials

The chosen candidate will have access to CapacityPlus and HRIS team
members as well as all needed documentation.

Location

Luanda, Angola

Period of Performance

The assignment will take place during April-September 2012

Qualifications

  • Fluent Portuguese speaker.  Ability to communicate
    in English.
  • Professional experience with open-source Human Resource
    Information Systems
  • Ability to travel to various provinces in Angola as
    needed (travel expenses will be reimbursed)
  • Professional experience working with government
