iHRIS Manage Software Rolls Out to Districts in Rwanda

In Rwanda, iHRIS Manage implementation has continued to make progress.  Since May 2009, Capacity Staff have held meetings with users and MOH partners to refine expectations for the system.  In response to user requests, new reports have been developed for regular use by decision-makers, and further reports are under development. The MOH has ordered several servers for the system, including one that will be dedicated as a back-up server for the data. Once this server is put in place, there will be two different data back-ups for the system in two different places.

In addition, Capacity Project staff followed up with HRIS users at district hospitals to determine the forward progress from the first phase of the district roll-out.  Two main challenges inhibited strong uptake of the system in several of the districts: the high workload burden for HR officers at the district level and continued difficulty accessing the internet from district facilities.

Project staff discussed these challenges with the MOH.  In response, the MOH provided support to hire data managers at the facility level to advance existing health information systems.  The MOH also provided support to purchase modems for hospitals as a temporary internet solution.

In June, Project staff organized a training for the second phase of the district roll out at 19 of the 23 remaining district hospitals that did not participate in the first phase.  The system will be rolled out to these districts in July 2009.  The HR managers who completed training were enthusiastic about the system since it will allow them to automatically generate reports, saving them time every month.
